Sheet SMS should work in all countries. For the mobile version, your phone send the message so you should write the prefix for international number and for local number you can write it as you would write it directly on your phone.

Make sure to use the same Google Account on the mobile application and on Google Sheets, the messages are retrieved based on the account used.
Yes, to send from your mobile phone you need to manually approve each message which is populated direclty from the application. This is due to a security feature from Android, you need to approve each message before it is sent.
However the message is populated and you benefit from all the great features of Google Sheets to create your messages. It should be much faster than to write it
